The fear of panic-stricken horses had long been a ban to horseless carriages on the Lawley Toll Road that spanned the Mt. St. Helena area between Calistoga and Lake County, but around 1912 autos were allowed under the condition they pass horse-drawn stages and freight rigs on the outside of the grade.
